I am still hacking away, in case you were interested (got some python/sqlite code if you want a look ... and played with py2exe... it's suprisingly easy!)
I know you're probably leaning toward Java/C# (could use Jython or IronPython though ... :-) )

Their plug-in API is in Java (of course). I'd probably prefer to do it in C, because it'd be a pretty simple little executable, but I don't know how their remote access stuff works. The IRC server's Java. I'd look into that now, but I think I'm going to pass out soon. :P
